"Wins To Watch" refers to the team of the player wins three matches out of their next eight domestic matches (starting October 30), then they get an additional stats upgrade comparable to an in-form FUT 23 Coins. So if Man City win 3/8 games, Haaland gets another +1 over and above any in-form updates that he gets. (Lol 'if'.)
Nations to Watch means that anyone with an Ones to Watch card whose country is participating within the World Cup will receive a single in-form upgrade in the event that their team wins a game in the competition. It's been a tough time for Erling on this particular front, according to reports because Norway is not participating. ('Tough times for Erling' is not something we expect to write on many other occasions this year/decade/millennium.)
And, even better, Nations to Watch players don't require selection as a member of their national team to get the upgrade. So in the event that Gabriel Jesus somehow doesn't make it into Brazil's roster, and his countrymen win the win in Qatar and the Arsenal striker still gets an additional +1.
Also, it's important to note that Ones to Watch players do not receive upgrades in conjunction with other promo cards. Therefore, if Tyler Adams gets some sort of wild 90+ card during April in the new promotion called Factsmashers or something else you're looking at, his OTW won't be upgraded in line with the promo. (Sorry Tyler. If it makes you feel better, then you're in almost everyone's preorder OTW packs.)
The unusual transfer market behavior meant it was usually practical and inexpensive to add top promo players to your team, even within a few days after they came out. That may yet prove to be the case for FIFA 23, but for currently, the top Ones to Watch players are likely cost you a significant price buy FIFA 23 Coins. In the event that they've received no improvements at all and are not receiving any upgrades, it's hard to suggest spending coins for them.
